As the Chief Executive Officer of Divine Light, Inc. Dean is an accomplished and results driven leader in wellness, recovery & treatment.  Dean oversees three independent programs offering Outpatient, Inpatient, Partial Hospitalization, Withdrawal Management and Medication Assistant Treatment in Baltimore, MD., Wilmington, DE. And Philadelphia, Pa.

Dean has extensive experience in business and is a savvy entrepreneur spanning nearly 20 years; she has the unique ability of recognizing a need and immediately building the team and creating the business model to meet the need.

Failure has never been an option for Sakina Dean, there have been obstacles and challenges, and she is a better leader because of each of them.

For many Substance Abuse Treatment is a business, for Sakina Dean, it’s a calling; but don’t take our word for it just ask any client that has ever come through the doors of Divine Light looking for a way out of their seemingly hopeless dilemmas and they’ll tell you “she leads with her heart.”

Since the inception of Divine Light Inc. in 2007 Dean’s accomplishments providing services for populations that are often overlooked and ignored have been recognized with many awards, citations & proclamations from both City Leaders and State & Federal Representatives.

Dean's efforts pour out from her offices and into the surrounding communities thus, she has also been recognized for her selfless community service efforts that include providing more than 20,000 families fresh food & produce during the height of the COVID 19 pandemic, hundreds of back to school supplies through her annual back to school drive and  hundreds of families have experienced the best Christmases they’ve ever had because of her passion to see children smile during her annual holiday toy drives. In 2021, Sakina Dean gifted more than 5000 toys to families in need for Christmas.

Melvin Stokes has over 35 years overseeing the day-to-day budgetary, operational, clinical and regulatory standards of organizations. Divine Light is honored to have him leading our efforts in Delaware and assuring that Divine Light and each of our clinicians are compliant.  His experience includes implementing contractual agreements, policies and procedures, strategic planning, management of human services, employee training, community advocacy and the provision of substance abuse, mental health and transitional living program-based educational/vocational interventions.

Mr. Stokes is passionate about those in need,  his career began in 1985 working in the Philadelphia shelter system and has since included many positions in the Substance Abuse & Recovery Industry, including Substance Abuse Counselor, Supervisor, Clinical Director, Assistant Division Director, Deputy Director of Security and Program Director.

Stokes’ career path has also been comprised of executive level positions that have included both Executive Director & Chief Executive Officer of a Residential & Outpatient Drug & Alcohol Treatment Facility for Maryville, Inc., as well as a Community Corrections Facility for Volunteers of America and Gaudenzia, Inc.

As Divine Light began to experience growth and expansion, a passionate, experienced leader that cared about the needs of the clients was imperative, Melvin Stokes answered the call, the success of the Delaware region is a testament of his commitment to those we serve in that region and his ability to keep the organization as a whole compliant is evidence of his commitment to excellence.

Dwight Johnson

Leading from behind the scenes!

As the Chief Operating Officer Mr. Johnson is responsible for the daily operations of the organization and the management of each of its facilities.  Johnson understands each intricate function, modality and the tactical approach needed to oversee and manage Divine Light’s operations to deliver each of our products and services effectively and efficiently.

Mr. Johnson combines his extensive executive leadership experience to provide growth, development and strategic vision to the organization.

Because of his entrepreneurial spirit and his desire to help those around him to succeed you can often find Johnson coaching clients on how to start their own business, pulling those that have trades and skills to get certifications or further trainings or creating programming that can lead to employment opportunities for clients who complete the program.

Though Johnson works behind the scenes bringing his operational, managerial and administrative procedures, reporting structures and operation controls to the company, his ability to effectively communicate, and foster growth among the executive team and all employees is apparent when he interacts with staff and clients.

Ethical, Professional and Proficient are just a few characteristics that describe the leadership style of our Maryland Region’s Clinical Director, Harry Smith.

Harry’s advanced clinical training and experience, paired with his extensive clinical knowledge brings to Divine Light a holistic approach to substance abuse treatment inclusive of case management, group and individual counseling, family education with an emphasis on positive parenting, curriculum planning, teaching 12-step recovery concepts, the disease model of addiction, relapse dynamic education, drugs and their effects.

His background in behavior modification and counseling clients with dual disorders is ideal in the Divine Light environment that combines psychiatric care and mental health therapy & supports when needed.

Skilled in documentation and the design of custom treatment plans for individual clients, physicians, justice systems, and utilization review, while also establishing therapeutic relationships with people of all ages and diverse backgrounds, his years of experience as an adolescent program coordinator allows him to deliver services to or young adult program REBOUND in a way that is impactful and life-changing for them.

Harry is personable and passionate about providing everyone seeking treatment the opportunity to succeed and live in long-term recovery clean and sober with access to resources needed once they discharge from care.

Prior to joining the Divine Light Team, Harry served as a Clinical Manager for the Weisman House, an initiative of Tuerk House, as well as a Program Director for Gaudenzia. He began his career as a clinical addictions counselor in 2002 and has since gone on to obtain in his Master’s Degree in in addiction counseling, a Bachelor’s Degree in social work and he is currently a licensed LCADC and LCPC.
